I've tried putting the web addresses into the firewall program, but
then it blocks all of them. They want to either block these activities
or at the very minimum monitor them and prove what is going on.

k8 child protection software, it is free for domestic use, but it might not
be free for these purposes. The software is excellent, and you can choose
how tough or lose it should be. You can put in specific sites, or specific
catagories, very easy to use and works on pretty much anything that can boot
up XP.
