Edit the hosts file to send all traffic for the domain names you want blocking to 127.0.0.1
But that would just result in confusion for the user I think, and they would think that something was broken. If one of the machines on the network was serving a single webpage, the pages could just redirect to that internal IP instead, to a page with this sort of theme:
