user accounts, you could just use a HOSTS file to redirect those sites to
a webpage that just says that this site has been blocked, or whatever.
There would be ways around it, but it'd be effective against the average

That would be my suggestions.
Edit the hosts file to send all traffic for the domain names you want
blocking to 127.0.0.1


But that would just result in confusion for the user I think, and they would
think that something was broken. If one of the machines on the network was
serving a single webpage, the pages could just redirect to that internal IP
instead, to a page with this sort of theme:
