Good question, well asked.
But, yes, personally I agree with you. I think TV over the internet is a
waste of bandwidth -- especially as you can't (or aren't supposed to be
able to) access it outside the UK. It might be useful for a few areas
where the broadcast signal isn't available -- but the chances are that
those areas won't have broadband either. I can't imagine why anyone
thinks TV over IP is even worth thinking about, except that they clearly
see it as a way of making money.
The internet can support a certain amount of traffic -- and at some cost
can be upgraded to support more. If the use of that bandwidth for
streamed TV is commercially supportable then it will be used for that.
That is: if ISPs can provide sufficient bandwidth (with no delays and
drop-outs) to support streamed video, and can do so at a cost that
doesn't put people off using it, then they will do so. If ISPs are
providing the carrier then the BBC (and other broadcasters will make
their material available on that carrier (which probably costs them less
than running transmitters).
As far as the rest of us, who want to use the internet but not for
streamed video, are concerned this may all be a bad thing (bandwidth
wasted on video) or a good thing (more cash goes into infrastructure to
support video, better experience for data). Only time will tell.
