I've seen similar behaviour caused by bad caps on motherboards as
well. Of course, if it's bad motherboard caps you can just visually
examine the board.

Had v.similar problem on an old PB box months ago. Mobo caps to blame.

Well, the currents in those power supplies are also quite, uhm, substatial, for teh little caps - that are close to warm stuff liek CPU and switcher as well. ...
