Depends what you want your site to do.
If you simply want a couple of static pages, there are dozens of basic
HTML editors (most of which have already been mentioned).
However, if you need something a little more sophisticated, but don't
have the desire or time to start from scratch, you could consider one
of the many web site scripts that are available - blogs, CMS, image
galleries, discussion forums ... what do you need?
Lots and lots to choose from, many of which are open source (hence
free!).
If you are going for paid hosting (rather than simply using the free
web space offered by your ISP), it is quite likely they will offer
Fantastico. This is an automated installer for a number of the more
common web site scipts. Simply choose one, and click to install.
Within 5 minutes you can have a web site up and running. A few hours
of customisation and tweaking, and you can have something quite
pleasing and impressive. Because all the editing and configuration is
done via a web browser, you also have the benefit of being able to
manage your site through any computer that has an internet connection.
Choose the right script, and you will never look back!
If you let us know your needs, I am sure that people will have
recommendations (Joomla and Drupal are two of my favourite CMS at the
moment).
