Vista Home Premium and TV cards

Right, I'm trying to get a cheap TV tuner into a PC running Vista Home
Basic. USB needed as it's going to be used on a laptop and a
desktop. I could put up with half-height PCI if needed though.
I've had issues with Freecom's DVB-T stick and it looks from the
Hauppauge website (suggested by Conor) that they aren't confident
it'll work in Vista Home Basic, which doesn't have the media center
software. Some of their cards say they will work, but they are unclear
to what extent on home basic.
What's my best option?
Should *any* TV card work ok with something like GBPVR? Any known
working combinations would be appreciated...
