A Packard Bell will not complete boot up sequence.
At switch on a Packard Bell splash screen appears for no more than 3
seconds, followed by a text screen indicating 'we apologise for the
inconvenience but Windows did not start successfully... offering safe

known good config, start windows normally.
Selecting start windows normally or last known good config, produces a
momentary Windows XP splash screen, a short pause and then back to the
PB splash screen.
Selecting safe mode or safe mode with command prompt, produces a list of
Windows\System32\drivers, a short pause and then back to the PB splash
screen.
Grateful for any suggestions as to a possible cause.
