Can't find any useful information on this machine, but a visual inspection will tell. If it's a standard S775 mounting, consider replacing the stock heatsink, because it doesn't sound like it's up to the job.
I wouldn't be sure that it's CPU usage rather than temperature triggered, as die temp changes can be very rapid, particularly if the CPU->heatsink contact is poor. Note that increased case cooling is not a direct substitute for CPU cooling.
Fan speed control is either implemented by voltage (3-pin) or PWM (4-pin). If it's PWM, you can disable the control by disconnecting the fourth pin, although this may lock the fan to the lowest rather than highest speed. Otherwise you could try updating the BIOS if there isn't an option to disable the control.
