Is the partition marked as active? You might be able to do something booting into the XP recovery console and trying fixboot and fixmbr (I think those were the commands since they moved them out of fdisk) seems fdisk is no longer there, that could have been used to mark a partition active.
As far as I can tell, installing XP essentially runs fixboot & fixmbr and makes the partition active, so this doesn't help unless XP is confused by multiple disks.
I ran into a similar issue recently where XP wouldn't boot from an NTFS partition originally created in Vista, regardless of reformatting, fixboot & fixmbr. No idea what the root cause is, but deleting and re-creating the partition worked.
