I've been using a Matrox Parhelia AGP card in my 4X capable system with no problems at all. While I forget the drawbacks I do remember something about the 3.3V lines not working (limitations of the Motherboard) but fundamentally still allowed the card to work.
The 3.3V issue works the other way. Very old AGP 1X/2X cards are often 3.3V only, and most AGP 4X boards only support 1.5V signalling.
Not really sure what causes the 4X/8X compatibility issue. I've only seen it with ATI 8X cards so far.
