Fan speed is tied to CPU usage - noise intolerable



My customer has an HP dx6100M which has recently been moved to a new acoustic environment (new desk/workstation). The fan speed rises and falls with CPU usage (not temperature) and it's quite noisy now - the wailing noises are driving them nuts. I presume there must be some way to get the fan to chug along at a constant speed (I'd install an additional quiet fan as a precaution). Any advice?
