My thoughts exactly. When shut down the PSU is in a semi dormant
state but still working. The electrolytic capacitors dry up, just
waiting for you to pull out the mains plug, then it won't restart when you
re-connect.

Hint: this sometimes works, blow a hot hairdryer through the fan
grille for a minute or so, it might burst into life, then don't unplug
untill you buy a new PSU.
