My new PC opens MS iexplorer twice!

Okay this is how it goes.....

When I click on a link from OE it opens a blank page of explorer then
proceeds to open another page for the direct link. This only seems to happen
with OE. If I create a shortcut of the link to the desktop it only opens one
page to the specified link.

Is this some sort of strange behaviour with Core 2 duo cpu's?
