Not really true. It's common for a PSU to partially fail so that you'll get lights/fans/disks but nothing more, so it's well worth trying another PSU if you have access to one.

Otherwise I'd go with a faulty motherboard, as these i865 boards seem prone to premature and unexplained death. Prescott heat, maybe. CPUs themselves hardly ever die unless overvolted.

If you just want the data, use an external caddy.
