Yep, that's pretty much the same. If there is significant noise on the line you should be able to hear it (especially if you use the quiet line test on a BT line, by dialling 17070, and selecting the right option), however my ADSL max (Draytek) router has successfully synched, albeit at about 4 bits per fortnight**, on a completely broken BT line (as in 'one of the two wires disconnected, the other with a resistive short to earth') so it can't just be line quality issues. (Note though that some modems are more cr&p that that one!).

** I exaggerate, the lowest it ever actually worked at was 130kb/s down and similar up, with an error rate approaching 10%.

Normal debugging methods apply - try another PC, try another modem, try another cable to the wall socket, etc. etc. however it sounds likely to be at the other end. Did you try a fault report on the line with BT (if you are with BT)?
