The "sleeping" (Suspend To RAM, STR) case is more interesting. On previous
computers I have had, I am pretty sure this left the main power supply
running, but spun down hard drives and (through drivers) put other devices
into a low power state (including stopping the clock on the CPU). I have
never measured the power consumption in this case but would be surprised if
it is much less than 20W.
However, I noticed that my current computer - with Asus A8N-SLI
motherboard - appears to turn off the main supply on entering STR mode, and
takes 8W according to my mains power meter
That's the difference between S1 sleep and S3 sleep. S3(STR) is what
you describe in the first para, but what you were actually getting was
S1. The new Asus works correctly.
S1 can be spotted by leaving fans on and being almost instant
recovery, while S3 turns them off and takes a few seconds to come
back.
Some drivers quietly don't allow S3 sleep, but do allow S1. If you set
the BIOS to force S1, those drivers may object and not let the
computer sleep at all - Logitech does that to me occasionally.
