PCI modems are notorious for problems one way or another.
Your best bet is to buy a separate modem, like a 3com or USRobotics if
they still do them. I have always used a 56k fax modem when on dialup, and
still use it to send and recive faxes.

Good God no, they're even worse than PCI ones for shoddy drivers and
actually only being a special purpose soundcard, offloading all the
processing into the CPU. You want a real 9-pin serial connected one,
those are guaranteed to be a real modem.

You can get real PCI and USB modems, but they're bloody difficult to
find.
