PC Problem



Ok, got a PC from a woman that works with my mum to try and fix for her.
Symptoms are that when I switch it on I can hear all the fans running then
after about 2 seconds I get a constant very fast beeping and that's it, no
video, POST, nowt. I suspected the PS so I swapped it for one that I know is
working and the same symptoms persist. I took the side cover off and the fan
on top of the heatsink sounds like a car revving up and down, it does this
about 4 times then the beeping starts. I took the heatsink and fan off and
gave them a good clean. When I switched the PC back on I left off the 12v 4
pin connecter that sits next to the heatsink and fan, no revving BUT also no
POST. What I'm not too sure about is, is the CPU dead or is it the MB? Or
maybe something different, any help much appreciated.
