Yes, sort of.
Even after I reconnected the fan I still couldn't get XP to install. I had
to fit another card to do that. The "fried" card now works though.
The only other possibility is that the non-working fan was a red herring;
perhaps the card was just not seated properly. I'm ever the optimist!
