If you are looking at replacing your base unit then the Core2Duo E6600
has to be the one to go for.
If you want to do this on a budget then you could always get a
motherboard that supports the Core2Duo Processors, has onboard VGA and
an expansion slot to add a PCI-Express graphics card at a later date.
You will probably also need to replace your ram with DDR2 memory, but
could sell the old memory and parts on ebay to cover some of the cost
of doing this.
http://www.rlsupplies.co.uk/products/product.asp?id=219181 - This board
supports Core2Duo, has onboard graphics and an AGP slot and takes DDR1
memory. This would be your cheapest upgrade path but does not support
PCI express graphics.
http://www.rlsupplies.co.uk/products/product.asp?id=208765 - This board
also supports Core2Duo, also has on-board VGA, but has PCI-Express slot
for future graphics card upgrade. This board only takes DDR2 memory so
you will need to replace your RAM.
Both of these boards cost under £40, and with the E6600 at under £220
you will be well under your budget, even if you do need to buy some new
DDR2 memory.

I was going to go for this board:

Why is it so much more expensive?
Thanx
