Before reading your comment I tried to sort the problem out. I couldn't
clean it off. I used a spatula to spread new paste on. I was fairly

Isopropil in future.
(eek!)
It might be helpful to know that you're supposed to use the minimum
possible amount, it's just to fill in any airgap between CPU and
heatsink. If you put a thick layer it actually hinders the heat
conduction, so your chip will run hotter.
If the old stuff is that stuck on, I'd recommend chipping it off with
a piece of sturdy plastic, an old credit card or plastic knife for
instance. Then clean it up properly with isopropyl alcohol or
methylated spirits, then a rice-grain sized blob of Arctic Silver or
similar on the centre of the CPU die, smooth it around roughly. When
you put the (equally clean!) heatsink on, wiggle it carefully to smear
the heatsink compound fully and get the air out.

Thanks for the advice.
It is worth doing right, because I plan to overclock. Need some more
thermal paste though now and isopropyl.
