It's more cost effective at the moment to increase performance in other
ways.
If you increase the clock and bus speed then every other component needs to
run at the higher rate with added cost and you start to get limits imposed
by the ability to manufacture the die at such a tiny size.

Instead if you increase the amount of work done on each clock cycle by
having multiple cores and more pipelines in each core you can speed things
up leaving the rest of the system unchanged.

Whats the fastest clock speed CPU ever made for
the PC 3.2ghz ? didn't some people overclock theirs to higher then
that.

Intel have pentium D 960s running at 3.6 GHZ
The new core Duo 2 processors are currently only available at lower speeds
but they still score higher on benchmarks.
Once they are running at the higher speeds they'll be very quick indeed.
