OTish: Odd problem with reading data from CD drives

A bit OT, but there is a Fount of Knowledge in this group
I've come across a strange problem on a colleague's PC.
When a CD (a data one in this instance but it is the same for any CD or DVD) is
inserted in the DVD drive it isn't picked up by windows, and going via explorer no
files can be seen on the disk. If however the computer is rebooted with the disk in
the drive, it can be read okay.
I suspected a faulty drive, and to test I removed it from "system" and let Windows
redetect it. It redetected fine, but the problem persists.
She also can't access the photos on her digital camera, so to test I tried using a
USB flash drive that I know had (and has) readable data on, and I'm getting the same
problem. No data can be seen on the drive.
It looks as if there is more general fault, and I'm beginning to suspect that there
may be a mobo problem here.
Any advice much appreciated.
