Boot off a win 9x boot disk and use commands - fdisk and format .

format it within windows then. and resize within windows with partition

it's probably already formatted anyway.
regarding USB enclosures (you called a usb box)
I don't see the need for USB Enclosures. I use an internal HDD with a
usb-ide adaptor. I guess maybe an enclosure is more secure
.
