mkfs.vfat (GNU/Linux) isn't so limited, so I guess you could use
KNOPPIX or something to format it.
I assume Partition Magic and probably other programs can also do it.
(Probably easier if you don't know GNU/Linux, but have access to some
version of Partition Magic (quite likely---older versions have
appeared on cover disks).)
