In summary, it's suggested that Microsoft (for whatever reason)
crippled the format program in Windows 2000 and XP, although the
operating systems will happily use formatted partitions larger than
32G.

mkfs.vfat (GNU/Linux) isn't so limited, so I guess you could use
KNOPPIX or something to format it.
