Basically...
o Go for the highest wattage Antec
o Enable spin-up delay if possible on the SATA drives

What worries me is you are saying...
o "batches of 4 drives must be manually plugged in"
o Hot-plugging drives via a 4-pin connector is risky
o Ideally you need mosfets to soften the switching

SCSI still does it better than SATA - but at a price.
Price gets seriously high if high capacity required.
