If the PC doesn't have USB 2, I think it is quite possible the CPU will run
out of steam before the PCI bus when dealing with USB devices, assuming
there is no other significant PCI traffic (eg gigabit Ethernet or HDD
controller).
In terms of peak transfer rate, an ordinary (32 bit, 33MHz) PCI bus
(1.07Gbit/s) is more than twice as fast as High Speed USB (480Mbit/s). This
fact alone proves nothing, but gives some indication.
