Sounds like more than just the thermal tape if it overheats after
just 30 seconds. If, as you say, one of the plastic retainers has been
damaged
the HS&F wont mate properly to the CPU and there will not be sufficient
heat transfer. Try removing it and straightening out the plastic pin then
reseating
the whole thing, making sure it is firmly locked down on all four posts.
And use some Arctic Silver or similar.
