Special! I can imagine that if the data line is broken for the
keyboard and the power line broken for the mouse, then plugging in a
keyboard would bridge the power... maybe. No, I'll just go with Wierd.

Is it in warranty? If it's not, then I'd suggest remelting the solder
on the pins where the PS2 plugs enter the motherboard, might just be a
dry joint or lifted track.

Otherwise, get yourself a USB mouse - cheaper than the repair, and you
can then ignore the PS2 ports entirely.
