Locking up during boot

Hi,

My computer has been locking up all day. Now it wont boot.
It gets to the logon screen (win 2000) then freezes.
The hard drive light stays on.

Is this likely a hard drive failure, or a corrupt windows or something else.

Any advice appreciated.
