That sort of noise is usually caused by interference acting on the sound card, but if it's genuinely coming straight from the video card or motherboard it can't be that.
Some motherboards produce inductor buzz, which tends to be activity-related. Smearing a bit of silicone grease over the inductors might help, but I've never tried it myself.
