Okay, we still need to determine:

* Is the actual computer not rebooting, or
* Is the monitor simply staying in standby/off mode?

It's actually much more likely to be the Graphics card. There is a graphics BIOS initialization which is supposed to happen as part of the 'reboot' sequence, but I've seen some instances where it either doesn't happen (dodgy drivers) or does not work right (dodgy graphics BIOS), leading to the effect described.

Poor PSU, or failure to hook up the necessary 'extra power supplies' (by whatever method is in vogue this week) to the graphics card can have bad effects too.
