1) Get properly written apps for a multiuser environment. You'll notice
they have a "Anyone who uses this computer" or "Me only" option during
the installation.

2) Failing that, open your fucking eyes and look at the Documents and
Settings hierarchy. You'll see:

/All Users/Start Menu
/All Users/Desktop
/<User Account>/Start Menu
/<User Account>/Desktop

Give you a clue which start menu and desktop folder the shortcuts get
installed on that everyone ends up seeing or do you want me to make you
look a complete arse by telling you? Want me to point out the "Windows
for Dummies" way of fixing it?

TweakUI, point and click.
