This PIO mode setting is usually the consequence of a brain dead bios
setting a PIO mode and NT5.x taking it's cue from that. You can usually
change the setting to "DMA if available" and a reboot should allow you
to confirm if the setting was accepted (as it usually is with a modern
writer).
There's normally no need to go to the extreme of removing the ide
channel to force a redetect, but it might be worth doing as a last
resort if the normal method fails to produce the goods.
If even this fails, it's usually down to a chipset driver problem. It
might be worth checking out whether a windows update lists any driver
updates B4 downloading the latest drivers from the manufacturer's
website. However, Compaq usually don't need such updates on recently
supplied machines, but it won't harm anything to check in case a recent
update became available just after the PC was built (which could have
been several months B4 you bought it).

There usually isn't such a setting (I've never seen one anyway). This
is one area of bios settings that's set automatically without a manual
override. In the case of Compaq, there are very few fine tuning options,
if any, available.
