Have you got the correct end of the cable plugged into the motherboard? It does matter...
Reason i tried that was i was getting the same error when it got to i think 57% of trying to copy the files, tried it 10 times and last time i tried it that took 6 hours to get that far.
Obvious things like the CD itself and the optical drive out of the way, check that the HDD itself is healthy (use the manufacturer's test program if necessary) and run memtest and something like Prime95 to check the cpu/board.
Also, check the bios settings regarding ACPI/APIC, and PnP settings, and try removing any additional IDE cards - just in case XP is getting hung up on installing and it just *looks* like it's having trouble copying files ;)
You can always manually copy the files to the HDD and run the install from there, but it doesn't fix the underlying problem...
