The same? Wow!

apt for Windows would be really handy, It'd be nice to update a
Windows 2000 machine - and all the software installed on it - to
say XP or Server 2003 with two commands. Where do I get this
software? (I searched, but all I found was some Windows software
called "Advanced Portfolio Technologies".)

Agreed. The novice is in a good position because he doesn't have
years of Windows conditioning to unlearn. In fact, some novices
might even find the command line easier to use than a GUI. I
rememeber seeing something about this on osnews a while ago, a
search found it:
