OK. So let us say you are a well informed and unbiased observer. Can you
say that there is absolutely no aspect of the police service which could
be carried out adequately and for less cost by others?
You first have to define adequate (and to whom).
Police, over the years, have not been slow to employ civilian staff

No they are not. The following is from the Oxford English Dictionary:-
civilian
n noun a person not in the armed services or the police force.
n adjective denoting or relating to civilians.
As you can see, police officers are not civilians in spite of your prejudices.
