Actually I was also referring to thermonuclear rather than fission bombs as

So I was trying to develop two arguments:

1) that power from nuclear fission is held back in the non developed world
because of the superpowers fears of proliferation. Even if *you* think
proper governance can control this risk this is a major obstacle.

Maybe, there are quite a few plants around the world none the less.

2) that even with commercial reactors a thermonuclear device has not been
entirely made from waste fuel from them without either help or
"restricted"materials from outside powers OR a dedicated core to irradiate
materials for this.

I am talking about 'atom' bombs (ie a fission device), which is
perfectly able to do enough damage. The fact that help may or may not
have come from 'outside' is neither here nor there.

They may have (and should have) but perhaps the amounts taken per batch
were small. None the less nuclear power is permitted as I say above.

I know its permitted and the terms of the supply of the reactor were clearly
abused, which is surely why a "once bitten twice shy" policy exists now. The
simple fact is the terms couldn't be policed.

At the end of the day nobody can stop anyone if they have uranium ore
within their country.

We've been here before, who decides what is illegal in the global context?

I think it's exactly the point, global policing doesn't work which is why
two religious bigots were able to cause the death of 100,000+ Iraquis.

Yes, but the agreements on non-proliferation are there and in general do
not restrict the peaceful use.
