1) She has the sand on site.

Too much salt in it or something -- it DOES NOT make concrete
We have tried; others around the coast have found the same problem. It just doesn't set

No rocks - that are not part of the house, or essential field boundary.

3) Probably get away with 1T cement, use the excavated sand, pebbles
from local beach (OK, probably illegal) or nearby wall?

No mineral / quarrying rights on this land.

Batching plant in gravel quarry less than a mile away.


Doesn't seem like quite enough of a base to me, but there you go.
