The purpose of tax is to control the population. If money is raised,
some is spent on necessary uses, a lot goes to friends of the rulers.
In South Africa, after gold and diamonds were discovered, the next
ssstep was to get someone to work in the mines for small wages, and
the natives were not bothered, so a tax was imposed on them, which
forced them to go to work to get money to pay.

Same as here in the Highlands after the Jacobite rebellion.
Take away the use of arms in the population so the value of the men in the
armies of the world is removed.
Replace with high rents and taxes imposed on a population who had no means
to raise funds.
Result - high emigration from lands wanted by owners for other purposes.
Those populations who strived to find money [by fair means and foul] were
evicted by more strenuous means
