The purpose of tax is to control the population. If money is raised,
some is spent on necessary uses, a lot goes to friends of the rulers.
In South Africa, after gold and diamonds were discovered, the next
ssstep was to get someone to work in the mines for small wages, and
the natives were not bothered, so a tax was imposed on them, which
forced them to go to work to get money to pay.
b. The purpose of subsidiese is to encourage otherwise uneconomic activity.
Such as competing with other countries who subsidise as well. Check
Machiavelli's `The Prince' on his warnings about what happens to
countries that hire others to preform necessary functions.
c. The purpose of support to those who have insufficient earning capability
is to maintain order in society. .
Yup.
It is very difficult to adjust 'a' to support b & c other than the revenue
raised is used. Trying to tweak bands or VAT to indirectly help is too
complex.
It can be clearly seen in all the 'green taxes' being introduced, they raise
revenue and do not contribute to a better environment
