It is always very difficult to have one mechanism or procesure to control
different and unrelated ectivities.
a. The purpose of tax is to raise money.
b. The purpose of subsidiese is to encourage otherwise uneconomic activity.
c. The purpose of support to those who have insufficient earning capability
is to maintain order in society. .
It is very difficult to adjust 'a' to support b & c other than the revenue
raised is used. Trying to tweak bands or VAT to indirectly help is too
complex.
It can be clearly seen in all the 'green taxes' being introduced, they raise
revenue and do not contribute to a better environment
.
