Police are required both inside and outside the ground. The two areas are completely linked. Policing is needed as the fans arrive and leave (to reduce the impact on other members of the public) as well as ensuring their safety inside the ground. The traffic flows are linked to public safety. Should a major incident occur, police need to evacuate a large number of people and, at the same time, allow clear access to emergency vehicles. Gridlocked traffic outside the event would worsen any disaster.
