AFAIK, lots of those official documents are uncopyable, that man said
that was an old copyer, and hadn't the blocks to stop copying.
The documents are now only a reminder for the holder. The UK garage
can only issue the document while connected to the
Vehicle Licence computer. It is the record on the computer database which
matters. The same applies to insurance.
The police can have number plate readers fitted to their patrol cars and be
told automatically if an uninsured/un tested vehicle comes into view. Having
a forged document will just add to the charges.
I can't imagine that Ireland will be far behind the UK as it protects the
revenue to the government.
