I was more than amused to note that one of the unpublished submissions was

Now if the politburo are consistant, after five years of Huw insisting that
it did not exist, Malcolm will get hold of a copy probably from the RSPB and
circulate it to Jim and others without permisssion, Jim already knows what
it says. He probably wrote it.

On a more serious note, it proves what I have always known - "If you can't
or won't sack, you will be unable to manage."

It is deeply disturbing that once again the taxpayer is going to be heavily
fined for the shortcomings of Maff-Defra civil servants. One expects no
better from Ministers. They are completely shameless.
