There is an official effort here (ireland) to wipe out market 'rights'
in towns where they are not used much. The general advice is that
someone has to turn up every ten years or so (and get officialdom to
note that they are there) to keep the rights alive.
there does seem to be a presumption against them, our market has been
going
for about a century, yet the local authority keeps trying to cut the area
it
has, move people into shops, put the rent up etc
Ours simply did not have a clue - granted they are not as familiar in
Scotland as they are in the South of England but our esteemed council did
just about anything to hinder us without quite being blatant -- and it
worked :~((
