Are we supposed to ignore defra?

It is interesting watching politicians wriggling

In a Defra press release for the14th July 2005, it states " the Government's
clearly stated goal of making SPS payments in February. The majority of
these will then be paid within a matter of weeks, and 96% by the end of
March in accordance with the RPA's 2005-08 Business Plan."

At the launch of the sustainable strategy for the food industry, Wednesday
26 April, 2006 Margaret Beckett secretary of state for agriculture said
" Farmers should never have expected their single payments to be made before
the end of June. No Farm Business could ever have said with continence that
it would receive its payment before the end of the payment window, which is
the end of June"

Is this official confirmation that defra expects farmers to ignore
everything it says?
