RESIDENTS CALL FOUL ON CHICKEN FARM BID

WORRIED Cupar residents fear a new chicken farm will have an adverse
effect on the whole town.
Neighbours living in six local properties including St Mary's Farm,
Wester Balgarvie Farm and Wild Acre Cottage claim plans to build a
poultry breeding unit at Carslogie Farm will spread a foul smell
throughout the area.
It is also feared the farm, which local objectors say is more like a
"huge industrial factory", will be noisy with large extractor fans
needed to get rid of the smell of chicken faeces, while problems are
foreseen with egg-collection lorries using the Cupar to Fernie track
road to reach the site.
Proposals submitted in an environmental impact assessment report to
planners on Friday include building four green-coloured steel clad
breeding units for 24,000 chickens, a four-bedroom manager's house,
outbuildings and the formation of a new access route and turning
circles for lorries on the present greenfield site.
The proposed chicken farm is a joint venture between Wellwood Estates,
run by Auchterarder farmer Ronnie Dalglish and chicken breeding company
Aviagen which already operates three similar farms in Fife.
But Carolyn Scott, who lives just 250 metres from the site, said people
in Cupar may not realise the effect the plans may have.
She said: "We are all very concerned about this development; the plans
say the chickens will only be cleaned out every 65 weeks!
"Within a one mile radius of the farm are schools, rugby, cricket and
tennis clubs and other outdoor recreational facilities, not to mention
the houses at Balgarvie and Kinloss.
''There is the potential for them all to be affected as the south west
prevailing wind blows in that direction."
The plans also state that chicken faeces will be given free to any
local farmers for use as a "beneficial organic source", but objectors
fear this will create even more unpleasant odours.
Jackie Barbour, of Wild Acre Cottage which overlooks the area, said the
plans don't reflect the real impact the farm will have.
"The plans make it seem that this area is remote, but it's not," she
said.
"There are six surrounding properties which will be badly affected as
well as the whole town.
"I know people don't like to think about where their food comes from,
but this is just one step away from a battery farm."
Principal planner Alistair Hamilton said the plans were the third stage
of a consultation process which is needed before a final plan can be
submitted.
Confirming that no chickens would be slaughtered on the premises, Mr
Hamilton said various organisations including the community council,
SEPA and Fife Council's environmental health and transportation
services had been involved in the consultation process.
He added that anyone with concerns about the plan would have until
September to make their views known.
Mr Dalglish declined to speak to the Fife Herald, but said he would be
willing to speak to any neighbours or people with concerns on an
individual basis.
